MINUTES THE BOARD OF DIRECTORS MEETING

SPECIAL BOARD MEETING

TIME: 4:00 P.M. October 21, 2010

PLACE: HBE Community Pool

CALL TO ORDER AND ADOPTION OF THE AGENDA

The President called the meeting to order at 4:07 p.m.

MEMBERS PRESENT: All board members were present.

ASSOCIATION MEMBERS PRESENT: Bob Rohr, Harold Clarke, Betty Hamby, Michelle Austin and Frank Carelli.

READING OF THE MINUTES:

Steve Robinson moved that in lieu of each board member having received a written copy of the minutes that the Board foregoes the reading. Sara Clarke 2nd. The motion passed.



OPERATIONS REPORT: Pete Healey reported that the work at the walkover and path went well. He expressed a thank you to all that helped and a special thanks to Billy Torode for the landscaping he did at no charge. Hazardous traffic vegetative growth in the common areas of the neighborhood has been cut back; however, some of the growth needs to be cleared with a bushhog. Sara Clarke moved that Pete Healey pursue such a project. Steve Robinson 2nd. Motion passed.



OLD BUSINESS:

Neighborhood speeding and stop signs

President Bob Hamby reported he received a phone call from Capt. Mark Carmon of the Sheriff’s office advising that they have increased patrols in our neighborhood. He also spoke to representatives of Public works in regards to safety problems. President Hamby advised Craig Coffey and Councilwoman Melissa Holland, who are involved in our roads situation, of the safety problem. The President informed that he leafed through the minutes of the last six years and found many complaints of speeding and stop sign violations.

Steve Robinson recommended that the President speak of our traffic problem in the cover letter of our annual meeting mail out. The President agreed.

Landscape on Cottonwood Dr.

Sara Clarke reported that the Association owns only part of the plant bed on Cottonwood. She spoke to the Bowens and they are amenable to the changing of all of the edging of the bed. Pete Healey purchased black vinyl edging for it and Bill Torode will install it.

Sara Clarke also indicated that two of the residences on Ocean Dune Circle and 14 Mahoe Dr. are in the process of bringing their residences in compliance with the C & Rs. The HBEHOA Board extends a thank you to Tony Vegerano for managing the compliance at 4 Ocean Dune Circle.



NOIMINATION FOR 2011:

Michelle Austin and Karen Joyce are candidates for the two-two year positions open for election for 2011.



TREASURER’S REPORT: Please see attached report.

Much discussion occurred revolving around the subject of an increase in dues. The rationales presented were,

There has been no increase in dues for four years, yet because of inflation all operations and maintenance costs have increased.

It cost each lot owner at present $200.00 a year and of that two hundred, $180.00 is needed for operations. The twenty dollars remaining is not enough to accrue sufficient funds for required deferred maintenance and replacement items.

Presently, the dues have been kept as low as they are because neighborhood volunteers address many upkeep and maintenance needs. This level of dues does not fully fund deferred capital requirements.

Increasing the dues now will begin to increase accrual of capital funds thus minimize the likelihood of future emergency special assessments.

Sara Clarke moved to increase the dues to $225.00. Peter Healy 2nd. The motion passed.

ANNUAL MEETING: The annual meeting will be at the Malacompra Civic Center on Dec. 2, 2010 at 7:00 p.m.



ADJOURNEMENT: The meeting adjourned at 5:15 p.m.

We are all blessed to live in this quiet, isolated, and peaceful seaside neighborhood where we should all feel safe in walking and biking on our streets. However, several homeowners have expressed concern about ongoing violations of posted speed limits and observance of posted traffic control signs in our neighborhood by both residents and visitors. The speed limits are clearly posted in 4 places on Armand Beach Drive and apply to the entire neighborhood. Small children are especially endangered by excessive speeding and disregard of STOP signs.

In response to the concerns, we (HBEHOA BOD) have contacted the Flagler County Sheriff. The Sheriff's Office will have additional patrols in our neighborhood to enforce traffic ordinances.

The HBEHOA is contacting lot owners of corner vacant lots to get permission to clear brush at the intersections to improve visibility at the neighborhood posted STOP signs.

We ask all residents to help us make our neighborhood as safe for all of us especially any resident children or visiting grandchildren.
